With all this confusion and no set standard of laws or governing on the internet, there really are no set rules. It's anyone's guess when everything will change, but the process is complicated and vague. The government will continue to seek what it believes is its share of the money changing hands and casinos and gamblers will continue to find the legal loopholes to keep the cycle turning.
